has been done (and remains so)

Transitive verb te-form plus ある describes a state resulting from someone's deliberate action, with the doer left unstated: a poster has been put up. The affected thing takes が or は. It often implies preparation done on purpose.

• 壁かべにポスターが貼はってあります。

  Kabe ni posutaa ga hatte arimasu.

  A poster has been put up on the wall.

• 飲のみ物ものはもう買かってあります。

  Nomimono wa mou katte arimasu.

  The drinks have already been bought.
