resulting state (is broken, is on)

With change-of-state intransitive verbs like 割れる, つく, and 開く, ている describes the state that remains after the change, not an ongoing action. 窓が割れている means the window is broken now. Contrast てある, which highlights that a person caused the state on purpose.
