not as ... as

X は Y ほど plus a negative says X does not reach the level of Y. The standard of comparison takes ほど and the predicate must be negative. It is the negative counterpart of より comparisons.

  Today is not as hot as yesterday.

• 私わたしは兄あにほど背せが高たかくない。

  Watashi wa ani hodo se ga takakunai.
