to decide to do

Dictionary or negative form plus ことにする expresses a decision the speaker makes personally. The continuous ことにしている describes a rule you have set for yourself. Compare ことになる, where the decision comes from outside.

  Rainen ryuugaku suru koto ni shimashita.

  I have decided to study abroad next year.

• 甘あまい物ものを食たべないことにしています。

  Amai mono o tabenai koto ni shite imasu.
